Production Manager
Production Manager responsible for the construction and daily operation of a new SAF plant in Delfzijl. Duties include design input, commissioning, HAZOP, establishing procedures, and managing shift teams. Minimum 7–10 years of experience in the 24/7 process industry and fluent Dutch and English required.
Description
As Production Manager, you play a key role in both the construction and the future operation of DSL-01. You report to the Plant Manager and link the project phase with the operational phase. During the project phase, you apply operational knowledge to design choices and work closely with engineers, contractors, and suppliers, with regular presence in Zoetermeer and at suppliers. You contribute to a smooth handover from project to operations and to the establishment of a production organization focused on safety, maintainability, and continuous improvement.
Job requirements
- Minimum of 7–10 years of experience in a 24/7 industrial production environment (e.g., chemicals, process industry, or fuels).
- Experience providing operational input during design or project phases.
- Good understanding of process plants, equipment, and safety-critical systems, including start-up and shutdown.
- Proficiency in reading and interpreting technical documentation, such as P&IDs and process descriptions.
- Experience managing supervisors and operational teams, responsible for daily production performance.
- Experience with KPIs and continuous improvement, and translating these into concrete improvements.
- Strong analytical and problem-solving skills, including experience with root cause analysis.
- Speaking and writing fluent Dutch and English.
- Living in (the vicinity of) Delfzijl or willingness to settle there.
Tasks
- Incorporating operational knowledge into the design, with a focus on safety, accessibility, and maintainability.
- Participate in HAZOP sessions and 3D model reviews to identify risks and improve design choices.
- Assessing technical documentation from an operational perspective, such as insulation, drainability, and cleanability.
- Contribute to commissioning plans and preparation of the operational phase.
- Developing procedures, training materials, and start-up documentation and translating them into practical knowledge for operators.
- Managing daily production with a focus on safety, quality, delivery reliability, and costs.
- Translating production plans into priorities and a stable workflow.
- Managing performance based on KPIs such as OEE, throughput, downtime, energy consumption, and costs.
- Building and developing a strong operations team, including coaching of supervisors and operators.
- Ensuring compliance with QHSE standards and fostering a culture of discipline and ownership.
- Collaborate with Maintenance, Engineering, Laboratory, and Supply Chain to improve performance and resolve disruptions.
- Ensuring clear reporting, good shift handovers, and a structured approach to problems.

Description of the organization
In Delfzijl, DSL-01 is being built as a renewable fuel plant that produces Sustainable Aviation Fuel (SAF) from residual streams such as used fats and oils using HEFA technology. In addition, by-products such as butane, propane, and naphtha are produced. At full capacity, the plant will produce approximately 100.000 tonnes of SAF and 35.000 tonnes of by-products annually, reducing greenhouse gas emissions by about 80% compared to fossil kerosene. Construction started in 2026, and initial production is scheduled for 2028. Work is being carried out in accordance with international standards and Dutch laws and regulations, with a focus on safety, sustainability, and collaboration.
