Description
You work within the Waste cluster on reviewing and assessing notifications and environmental permit applications for the waste processing industry. You play a key role in drafting substantiated advice and tailored regulations, and monitor the planning and execution of statutory procedures. The position offers a dynamic work environment with responsibility and societal impact.
Job requirements
- Affinity with and/or demonstrable knowledge of permitting, the waste industry, and the circular economy.
- Knowledge of relevant laws and regulations; willingness to further acquire skills where necessary.
- Completed relevant higher professional education (e.g. Environmental Science) or equivalent.
- At least 3 years of experience assessing notifications and environmental permits; experience within the waste processing industry is an advantage.
- Meet the competency profile for Case Manager and Permit Issuer as included in Quality Criteria 3.0.
- Familiarity with the Environment and Planning Act, IPPC, BREF Waste Treatment, BATs, ZZS, and preferably the CMP.
- Good analytical skills, planning and organizational skills, and collaboration skills; strong written and verbal communication skills.
- Environmental awareness and a feel for political and administrative relations.

Tasks
- Reviewing and assessing (multiple) and complex notifications and permit applications under the Environment and Planning Act for the Waste environmental component.
- Drafting advice, assessments, letters, decisions, customized regulations, and equivalence decisions.
- Participate in and conduct (preliminary) consultations with applicants, clients (municipalities/province), and internal colleagues.
- Informing and advising internal and external parties on applications, EIA assessments, and procedures to be followed.
- Monitoring planning and statutory decision deadlines, as well as the process and quality within the case management system.
- Bringing together various areas of expertise within the organization and, where necessary, acting as project leader.
- Identifying bottlenecks and making improvement proposals.

The organization is an environmental service that processes permit applications, monitors the environment and nature, and provides advice on topics such as odor, soil, energy, and safety. It works for residents and businesses in Fryslân on behalf of municipalities, the province, and the Water Board.
