Description
Contribute to the energy transition for two municipalities: you will focus on the planning and implementation of collective heating systems. Various options for heat, electricity, green gas, and hydrogen will be utilized for this purpose.
Job requirements
- Relevant completed higher professional and/or university education with corresponding work and thinking level.
- Demonstrable experience with large projects in the field of collective heating systems and specifically heating networks.
- Experience in a political-administrative environment.
- Expertise in the field of sustainable heat and knowledge of relevant legislation for the heat transition.
- Demonstrable knowledge of management concepts (including division of roles), legislation and regulations, market mechanisms and business models for collective systems and heating networks.
- Demonstrable experience in project or program management (preferably in government); coordination, planning, and organization are a given.
- Good networker and valued conversationalist with excellent communication skills.
- Business-minded and collegial; possesses empathy, organizational sensitivity and self-reflection.
- Quick action, persuasiveness, ownership and a connecting approach in which transparency and learning are central.
- Drive to work together with colleagues on the assignment and share knowledge with others.
Tasks
- Participation in the regional project Drenthe Verwarmingt.
- Participation in and advice on municipal projects where collective heating supply is a possible solution.
- Project-based development of the development strategy for heating networks and collective systems and the investigation and design of related issues (technical, legal, governance, financial, participation).
- Make a substantive contribution to the development of the Energy Compass and the heating programs.
- Organising participation among residents and businesses and coordination with partners.
- Drafting of management advisory documents for decision-making on collective systems and on the regional heating company.
- Advising directors and administrative clients on progress, risks and necessary decisions.
- Ensure that concrete, fully defined administrative project assignments are completed and that agreed project results are achieved.
- Execute projects according to schedule and budget, build support from internal and external parties, and secure the necessary contributions from stakeholders.
- Maintain close contact with administrative and official clients and relevant external parties and ensure administrative decision-making at key moments.

The position has a temporary employment contract of one year, which will be converted into a permanent position if performance is good.
Description of the organization
The Housing and Projects team is part of the Governance network within the collaborative organization (SWO) and provides customized services to local municipalities. The teams work on policy development, projects, and program management for complex social challenges with significant administrative involvement.
Since January 2025, the organization has been working according to a new management philosophy, with a focus on people and results and with the core values of Trust, Connection and Ownership (VVE).
You will work closely with colleagues from the Sustainability team, professionals from other SWO teams, and be part of the regional project organization Drenthe Verwarmingt.
