Description
We are looking for two financial advisors who work independently, connect well with teams, and look ahead. You think in terms of opportunities, ask the right questions, and dare to be critical where necessary. You have a strong financial background and knowledge of, or interest in, public finances. One position supports the Spatial Domain and the other supports Business Operations; the basis of the work is the same, but the field of work differs.

You communicate clearly and honestly and remain consistent in your role, even when dealing with conflicting interests. You work independently and decisively, but always seek connection in collaboration. You act carefully in politically and administratively sensitive situations. You remain curious, look at issues with a fresh perspective, and reflect on your own actions. Furthermore, you have a higher professional (HBO) or university (WO) education in a financial or economic field. Experience with the Planning & Control (P&C) cycle in a government organisation and knowledge of the BBV (Budget and Accounting Regulations for Municipalities) is a plus.
Tasks
- Work closely with business controllers and with teams within the organisation.
- Act as the primary point of contact regarding financial matters for the teams and programs you support.
- Provide solicited and unsolicited advice on financial matters.
- Support and advise on budgeting, annual accounts, and management reports.
- Advise on proposals for the Municipal Executive and the Council.
- Translate complex financial information into clear and understandable insights.
- Hold periodic budget discussions with teams and program managers.
- Help teams gain better control and ensure the P&C cycle runs smoothly.

Description of the organisation
You will join the Planning & Control team: a group of committed and expert colleagues who support and strengthen each other. The team plays a central role in the organisation and provides daily support and advice on a wide range of financial matters. The Planning & Control cycle is the common thread running through the work. We work independently of time and location and agree on meeting times together; lines of communication are short and the atmosphere is open. The organisation faces major challenges, such as the expansion of Eemshaven, the energy transition, the development of the Wadden Coast, the construction of a new town hall, and the housing challenge, which require robust financial advice and further development of the financial function.
