Senior Services Buyer within the general Procurement team, responsible for procurement and contract management of energy, IT, and services.
Job requirements
- Completed HBO or WO education.
- At least seven years of experience with European tenders.
- Demonstrable experience in executing complex European tenders with a major impact or risk to business operations.
- Experience with developing and updating strategic procurement policy and advising management and stakeholders.
- Proactive in identifying opportunities for improvement in procurement processes and converting opportunities into concrete improvements.
- Excellent analytical skills and communication skills in Dutch and English.
- Integrity, professionalism, result orientation, and enthusiasm for collaboration.
- Market insights and a strong focus on sustainability and social impact.
Tasks
- Leading complex tenders, from multiple negotiated procedures to European tenders, primarily focused on services.
- Developing and implementing category and procurement strategies for various product groups, such as building-related services, personnel, training, and consultancy.
- Acting as a point of contact for internal clients and suppliers and coordinating with stakeholders such as Legal Affairs and the Procurement & Supply Chain Board.
- Translating internal wishes and drivers into the (European) procurement process, with attention to strategic and sustainability objectives.
- Ensuring the smooth running of tendering procedures, negotiations, and contract conclusion.
- Developing purchasing policy and continuously improving purchasing processes.
- Acting as a sparring partner for management and internal clients and coaching less experienced colleagues.
- Building strong relationships with internal customers and suppliers and utilizing IT systems for analysis.
Working conditions
- Based at Groningen headquarters with the possibility of working partly from home or at other locations in the Netherlands.
- Salary classification in accordance with the applicable collective labor agreement, and employment as a contract form is possible.
- Hire term: June 1, 2026 to June 1, 2027, with the possibility of extension.
- Fixed 13th month and a 14th month.
- Vacation days and the option to purchase extra leave days via a flexible choice budget (up to 27,5 extra days).
- Commuting allowance according to applicable regulations (reimbursement per kilometer).
- Monthly work-from-home allowance.
