Local Advisor
Description
The Sustainability Department is seeking a policy advisor to set up an integrated municipal insulation program. The program gives concrete form to the local approach and focuses on goals up to 2035 with a perspective towards 2050, within the broader heat transition.
Over 10 million is available from the National Insulation Program to invest in insulating homes.
Job requirements
- Demonstrably completed HBO or WO education and HBO/WO working and thinking level.
- Several years of relevant work experience as a policy advisor, preferably with recent experience in local insulation approaches.
- Demonstrable extensive knowledge and work experience as a strategic communications advisor in a political environment and experience with strategic communication plans.
- Flexibility in work attitude.
Tasks
- Establishing an integrated insulation strategy, including analysis of the current situation and linkage with the goal of being natural gas-free by 2050.
- Description of the municipal insulation challenge until 2035 and 2050 and translation into concrete goals.
- Technical elaboration of the insulation challenge with attention to standard values, target values, and ventilation, and coordination between insulation level and sustainable heating solutions.
- Assessing and promoting the use of environmentally friendly materials and additional measures against overheating, such as sun shading.
- Strategic alignment between the National Insulation Programme and the insulation approach from Nij Begun (Measures 28 and 29).
- Deployment and coordination of available resources, including funds from the National Insulation Program and the Full Housing Fund.
- Developing and implementing a support offering including information provision, collective approaches, subsidies and financial support, process guidance, and advice.
- Differentiate between target groups (homeowners, non-residents, residents experiencing energy poverty, do-it-yourselfers, housing associations, Owners' Associations, private landlords, owners of cultural heritage) and act accordingly.
- Deployment of the municipal mobile energy desk and collaboration with partners such as housing associations, energy cooperatives, homeowners' associations, and insulation companies.
- Determining and securing the necessary administrative capacity and drawing up a detailed plan until 2030 and an outline plan until 2035.
- Developing and implementing a communication approach with concrete means to reach the various target groups.
- Setting up monitoring with measurable indicators, mapping out necessary information sources and reporting lines.
- During implementation, collaborate with and receive support from a project group consisting of an energy transition policy analyst, a technical advisor, and a project leader for Measure 29.
Working conditions
- Up to €7.740,00 gross per month full-time.
- Pension accrual via Stipp from day 1.
- Option for weekly or four-weekly salary payment.
