Waste Permit Issuer
Description
As a waste permit officer, you assess permit applications and notifications within the waste processing sector and provide substantiated advice to clients and entrepreneurs.
Within the Waste cluster, you work on files for recycling companies, composting facilities, waste transfer centers, bio-digesters, and landfills, where your work is both reviewing and advisory in nature.
Job requirements
- Demonstrable affinity with and/or knowledge of permitting, the waste industry, and the circular economy.
- Knowledge of relevant laws and regulations and a willingness to further develop your skills in this area.
- Relevant completed HBO degree (e.g., Environmental Science) or equivalent.
- At least 3 years of experience assessing notifications and environmental permits; experience within the waste processing industry is an advantage.
- Meet the competency profile for Case Manager and Permit Issuer according to Quality Criteria 3.0.
- Knowledge of the Environment and Planning Act, IPPC, BREF Waste Treatment, BATs, ZZS, and familiarity with the CMP is desirable.
- Good analytical skills; ability to plan, organize, and collaborate.
- Good written and oral communication skills and an understanding of political and administrative relations; environmentally aware.

Tasks
- Reviewing and assessing (complex) notifications and environmental permit applications under the Environment and Planning Act for the Waste component.
- Drafting advice, assessments, letters, decisions, customized regulations, and equivalence decisions.
- Participate in consultations and advise on subject-matter topics and procedures.
- Consult with applicants, clients (province and municipalities), and internal colleagues; inform and advise on applications and EIA assessments.
- Monitoring the planning and execution of statutory procedures and handling matters within established decision-making deadlines.
- Working with the case management system to monitor process and quality.
- Proactively bringing together various areas of expertise within the organization and identifying bottlenecks with improvement proposals.
- In certain cases, act as project leader for complex projects.

Description of the organization
The FUMO is the environmental service of Fryslân and processes permit applications, monitors the environment and nature, and provides advice on specialist topics such as odor, soil, energy, and safety.
We work on behalf of the 18 Frisian municipalities, the province, and the Wetterskip. Approximately 200 professionals work from the office in Grou.
