Description

Energy Transition Policy Advisor for the Municipality of Opsterland (Climate and Living Environment team). You will work on drafting integrated energy policy and a framework policy document in line with the coalition agreement and ongoing programs.

  • At least three years of knowledge of the energy and heat transition and experience with projects in the field of spatial planning and energy.
  • Senior policy advisor with several years of experience in a political and administrative environment.
  • Preferably a higher professional education in the spatial domain.

Tasks

Core tasks and responsibilities:

  • Drafting an integrated energy policy and a framework policy document for the energy and heat transition.
  • Developing the process to secure commitment and the potential implementation of the task in consultation with the Executive Board and the Council.
  • The energy policy serves as a building block for the Environment Vision and the Spatial Development Perspective.
  • Maintaining contact with energy cooperatives, grid operators, and civil society organizations to align policy and practice.
  • Drafting advice and memos for management and the Municipal Executive, with clear insight into progress and necessary choices.
  • Translating national and provincial policy into concrete steps for Opsterland.
  • Organize and participate in meetings with internal and external partners and ensure the connection between policy and implementation.
  • The policy document includes, among other things: future energy use in Opsterland; realistic generation potential; desirability of various energy forms; coherence between national, provincial, and municipal policy; insight into a possible energy mix up to 2050 with interim targets; spatial requirements for generation opportunities; the role of the municipality in developments; the implementation of participation and local ownership; principles for grid-aware development; and recommendations for anchoring in spatial policy and implementation programs.
