Description
You lead the exploration to bring together the wishes of the village and the ambitions of the municipality into a realistic, feasible, and broadly supported village agenda with a concrete step-by-step plan. You provide structure, identify opportunities for alignment, and assist with prioritization and weighing up plans.
Job requirements
- Demonstrable experience in developing strategies for cities or villages, combining spatial planning and social issues.
- Strategic and results-oriented, with strong analytical and data-driven capabilities.
- Strong connecting ability: skilled in communication and able to connect with active residents, associations, and municipal management.
- Politically sensitive: able to work independently and a well-developed antenna for administrative and political relationships.
- Preferably familiar with both the municipal world and community/village initiatives, so that the roles of external project leader and internal coordinator can be combined.
Tasks
- Structure the approach and identify opportunities for linking initiatives and municipal capabilities.
- Conduct demographic and social analyses and translate these into future perspectives for existing facilities (such as sports park, gymnasium, education/IKC, childcare/after-school care, and village hall).
- Conduct targeted surveys and interviews with a broad representation of the village (including sports clubs, working groups such as Glimmen Zorgt/Helpt, the energy cooperative, culture, and entrepreneurs) and probe further regarding feasibility, cohesion, and ownership.
- Map out all current and future municipal policy intentions, projects, and budgets that have an impact on the village.
- Funnel and make choices: define coupling opportunities, identify dilemmas, and structure content, phasing, and ownership. Also clearly justify why certain matters are not feasible.
- Delivery of the final result: a short, concise, and well-substantiated report (the joint Village Agenda, maximum 3 pages) including a phasing plan for the short, medium, and long term.

Description of the organization
Glimmen is a lively village with enthusiastic residents, active volunteers, and many local initiatives, such as 'Glimmen Zorgt', 'Sportdorp Glimmen', and the 'Village Vision 2018-2043'. In recent years, there has been intensive collaboration with the area team of the Municipality of Groningen. The current challenge is that there are many good ideas, but there is a lack of cohesion, direction, and clear prioritization.
Plaatselijk Belang Glimmen and the Municipality of Groningen are collaborating on a broad exploration to reconcile wishes and municipal ambitions into a widely supported village agenda. Plaatselijk Belang Glimmen handles communication and participation with the village; the substantive interviews and analyses remain the focus of the project leader.
- Core group: representatives of the village (including Plaatselijk Belang and the football club) and the municipality (Program Managers for Housing, Facilities, and the Area Manager). They serve as the first point of contact.
- Steering group: client consultation with members from village interests and the municipality for discussion of interim and final results.
