Tactical Purchasing Advisor VIA
The Tactical Procurement Advisor leads EU tenders and advises on procurement policy and processes.
Minimum higher professional education and Nevi 1 (public) or equivalent required.
Position in Shared Service Center Leeuwarden, 32–36 hours.
Description
As a tactical procurement advisor, together with five colleagues, you represent the face of procurement within the Municipality of Leeuwarden and contribute to the further development of the procurement function. You guide and execute (EU) tenders, from internal inquiry to archiving. You provide solicited and unsolicited advice on procurement, (co-)draft tender documents according to municipal formats, support spend analyses and management information, and monitor compliance with relevant laws and regulations. You contribute to the implementation of procurement policy, procedures, and tools, and use procurement to contribute to societal impact, the circular economy, and CSR objectives. You work within the Shared Service Centre Leeuwarden and collaborate with various teams. The position is for 32–36 hours per week.
Job requirements
- Completed higher professional education.
- Purchasing training at Nevi 1 (public) level or equivalent is required; Nevi 2 (public) is an advantage.
- Relevant work experience as a procurement advisor or in a similar role.
- Experience in guiding and executing EU tenders.
- Experience with the Mercell procurement platform is a plus.
- Skilled in drafting memos, notes, procurement documents, and advice.
- Strong oral and written communication skills.
- Organizationally sensitive, customer- and result-oriented.
- Good planning and project skills and analytical ability.
- Proactive, service-oriented, and a connecting team player.
- Willingness and interest to delve into the circular economy and corporate social responsibility.
Tasks
- Shaping the face of procurement within the municipality, together with five colleagues.
