Construction Project Manager

For the Municipality of Heerenveen, we are seeking a Construction Project Manager for the demolition and new construction of an integrated children's centre (IKC). The role entails responsibility for managing and realizing the project within the established frameworks regarding time, budget, quality, and organization.

• At least 3 years of demonstrable experience in construction project management.
• Demonstrable experience with the realization of child centers (new construction and/or refurbishment), with at least three reference projects; temporary accommodation or minor renovations are not considered suitable experience.
• Demonstrable experience in managing and realizing multidisciplinary projects with multiple users.
• Demonstrable experience with sustainable and circular construction projects, including managing detachability, CO₂ emissions, and the use of bio-based materials.
• Demonstrable experience with tenders and contract formation for architects, installation consultants, contractors, and installers, among others.
• Preferred: experience with similar projects and with municipalities.
• Preferred: experience with integrated child centers and participation processes.
• Prerequisite: knowledge of sustainable and circular construction.

• Providing integrated project management from completion of the Program of Requirements through realization, delivery, commissioning, and aftercare.
• Managing and realizing the project within time, budget, quality, and organization.
• Coordinating collaboration between multiple partners, such as the client, school board, childcare provider, and welfare organization.
• Ensuring careful coordination with users, local residents, and other stakeholders.
• Translating complexity into an effective and feasible project approach.
• Making comprehensive assessments between design, operation, and sustainability, with attention to circularity and energy neutrality.
• Guiding decision-making within the steering committee and monitoring the project phasing (including Program of Requirements, Preliminary Design, Detailed Design, Technical Design, tendering, construction-ready design, realization, and delivery).
• Managing tendering and contract processes with architects, installation consultants, contractors, and installers.
