Local Advisor
Description
The Municipality of Eemsdelta is seeking a policy advisor for the local insulation approach. The advisor will establish an integrated municipal insulation program that gives concrete form to the local approach, with a focus on goals up to 2035 and a perspective towards 2050. The program encompasses strategy, implementation, and monitoring, and utilizes resources from the National Insulation Program.
Job requirements
- Demonstrably completed HBO or WO education.
- Several years of relevant and recent work experience as a policy advisor in the field of local insulation approaches.
- Demonstrable extensive knowledge and experience with strategic communication in a political environment and with drafting strategic communication plans.
Tasks
- Drafting an analysis of the current situation and the municipal insulation challenge until 2035 and 2050, translated into concrete goals.
- Ensuring a clear link to the goal of being natural gas-free by 2050 and the interfaces with the heat transition, housing quality, energy cost reduction, and the reduction of energy poverty.
- Elaboration of technical aspects of the insulation challenge, including standard and target values, ventilation, material selection (such as bio-based insulation), and measures to prevent overheating.
- Aligning the insulation level with various sustainable heating solutions and with current and future legislation and regulations regarding the energy efficiency of buildings.
- Strategic alignment between the National Insulation Programme and the local approach (including linkage with Nij Begun, Measures 28 and 29) and the deployment of available NIP funds and the Full Housing Fund.
- Developing and implementing a support offering for various target groups (homeowners, non-residents, residents experiencing energy poverty, do-it-yourselfers, housing associations, Owners' Associations, private landlords, owners of cultural heritage, etc.), including information provision, collective approaches, subsidies, financial support, process guidance, and advice.
- Deploying the municipal mobile energy counter and collaborating with partners such as housing associations, energy cooperatives, homeowners' associations, and insulation companies.
- Drawing up a detailed plan until 2030 and an outline plan until 2035, and determining the required administrative capacity.
- Setting up and implementing a communication approach with concrete communication tools to reach the various target groups.
- Establishing measurable indicators and an overview of necessary information sources for monitoring, and being supported during implementation by a project group (energy transition policy analyst, technical advisor, and project leader Measure 29).
